DECREE 1477/2020 ON THE AMENDMENTS TO PREVIOUSLY ISSUED DECREE 1363/2020 ON THE PROTOCOLS TO PREVENT AND CONTROL COVID-19 IN THE WORKPLACE DURING THE TRANSITIONAL PERIOD TOWARDS A PRODUCTIVE, SAFE AND HEALTHY SOCIETY

The Manpower, Transmigration and Energy Agency of the Jakarta Administration has issued Decree 1477/2020 on the Amendments to previously issued Decree 1363/2020 on the Protocols to Prevent and Control COVID-19 in the Workplace During the Transitional Period towards a Productive, Safe and Healthy Society. The amendment obliges companies to have a minimum of 3-hour spacing between one work shift to another, among other provisions.

 

The decree enacted on June 15, 2020 by the Head of the Jakarta Manpower and Transmigration Office, Andri Yansah, and coming into force on the same date, outlines 23 obligations for offices and employees in Jakarta during the period of transitional Large-Scale Social Restriction (PSBB), as follows:

 

  1. The management of the company forms the Company's Internal Covid-19 Task Force which consists of the management, the personnel division, the K3 division and health workers;
  2. Limiting the number of workers present in offices/workplaces to a maximum of 50 per cent of the total number of workers;
  3. Adjusting working days, working hours, shifts, and work systems by setting working hours with a three hour break;
  4. Arranging the use of worker facilities;
  5. All workers and guests/visitors are required to wear masks and other personal protective equipment as needed while in the office/workplace;
  6. Performing regular disinfection in the workplace and keeping the workplace clean;
  7. Measuring body temperature at each office/workplace entry point;
  8. The company is required to provide sanitary equipment, including hand sanitizer in every entrance area and around the building area;
  9. Providing facilities and infrastructure for washing hands or cleaning oneself with soap and running water;
  10. Not terminating employment and continuing to provide rights that are normally received by workers who are doing self-quarantine;
  11. Conducting a Covid-19 Risk Self-Assessment, one day before workers enter the office for all workers to ensure workers are not infected with Covid-19 and require guests/visitors to fill out a Self-Assessment Form;
  12. Paying attention to the minimum distance between workers in the distance of one meter (physical distancing);
  13. Maximizing the use of technology to reduce direct contact between workers;
  14. Carrying out proactive health monitoring of workers;
  15. Encouraging workers to use private vehicles, preferably bicycles and walking;
  16. Providing supporting facilities for workers who cycle to work;
  17. Cleaning office operational vehicles;
  18. Performing engineering;
  19. Providing a separate area/room for guest or visitor observation;
  20. The company is obliged to provide an assignment order, employee card/work identity card, and office uniform, if any, to the assigned worker;
  21. Workplace management should always provide the latest information and appeals and instructions from the central and local governments regarding Covid-19 in their regions, and inform all workers through the most effective infrastructure and media;
  22. The company provides guidance for workers who do not implement the Covid-19 prevention and control protocol;
  23. Placing integrity pacts in easy-to-read company areas.
